John Fowler & Co. was a British engineering firm based in Leeds, England, established in the 1860s. While the company gained global fame for its steam ploughing engines and traction engines, it became a dominant supplier of narrow gauge steam locomotives to the Queensland sugar industry during the late 19th and early 20th centuries. The company's products were noted for their robust construction and suitability for the rough, temporary track work often found in cane fields.[1]

History

John Fowler originally established the Steam Plough Works in Leeds in 1862. The company initially focused on agricultural machinery, specifically steam ploughing equipment, before expanding into traction engines and railway locomotives.

The company entered the Queensland market during the colonial era, supplying locomotives to early sugar plantations and the later Central Mills. Fowler locomotives were particularly favoured by the Colonial Sugar Refining Company (CSR) and various cooperative mills for their reliability in tropical conditions.[2]

Technical innovations

The Fowler Patent Drive

In the early years of the Queensland sugar industry, track conditions were often poor, consisting of light rail laid on unballasted ground. To address this, Fowler supplied locomotives featuring the "Fowler Patent" drive system. This design utilised a jackshaft drive where the cylinders were mounted high on the smokebox, well clear of dust, mud, and cane trash. The drive was transmitted to the wheels via a vertical connecting rod and a fly crank.

A notable example of this design is the 1883-built 0-4-2T (B/N 4668), delivered to the Mourilyan Sugar Mill. It is currently the only known surviving example of this specific drive mechanism in the world.[3]

Locomotives in the Queensland Sugar Industry

Fowler supplied a diverse range of wheel arrangements to Queensland mills, but three specific types became standard fixtures across the industry.

The 0-6-0T Standard

In 1893, Fowler introduced a robust 0-6-0T tank engine design that became the standard motive power for CSR mills. These units typically featured 8 inch by 12 inch cylinders and weighed between 11 to 13 tons depending on the boiler configuration. CSR ordered large fleets of this class for its Victoria, Hambledon, Childers, and Macknade mills. Other mills, including Moreton and Isis Central Mill, also purchased this class.[4]

The 0-4-2T Class

Introduced in larger numbers around 1911, the 0-4-2T configuration became one of the most popular designs for cane haulage. The trailing truck allowed the locomotive to negotiate sharp curves and uneven track more easily than a rigid six-coupled engine, particularly when running in reverse.

Mills such as Babinda, South Johnstone, Tully, and Mourilyan operated extensive fleets of Fowler 0-4-2T engines. Tully Sugar Mill alone operated a fleet of 5 of these locomotives. The design was characterised by its 9.5 inch by 12 inch cylinders and 28 inch driving wheels, which crews regarded as being comfortable to drive and kind to the track.[5]

The 0-6-2T Class

For heavier haulage duties, Fowler produced a 0-6-2T design. These were capable of hauling loads up to 200 tons and were used by mills such as Bingera, Pleystowe, and Kalamia. The final steam locomotives built by Fowler for the Queensland industry were of this arrangement, delivered between 1933 and 1935.[6]

The Bundaberg-Fowler Legacy

In 1935, John Fowler & Co. made the strategic decision to cease the production of steam locomotives to focus on internal combustion engines. However, the demand for steam traction in the Queensland cane fields remained strong due to the availability of cheap fuel (coal and wood) and the existing maintenance infrastructure.

To meet this demand, the Bundaberg Foundry (now Bundaberg Walkers) negotiated a licence to build steam locomotives using Fowler designs. Between 1952 and 1953, the Bundaberg Foundry constructed 8 locomotives, known locally as "Bundy Fowlers". These engines were based on the 1935 Fowler 0-6-2T design but incorporated modernisations such as roller bearings and welded tanks. These were among the last steam locomotives built in Australia for commercial service.[7]

Preservation

A significant number of Fowler locomotives survive in preservation across Australia, reflecting their ubiquity in the industry.

  • Mourilyan Mill No. 1: (B/N 4668 of 1883) The unique "Patent Drive" 0-4-2T is preserved at the Australian Sugar Heritage Centre in Mourilyan.
  • Polly: (B/N 16249 of 1923) A 0-4-0WT formerly of the Fairymead system.
  • Bunda: (Bundaberg Foundry No. 1) The first of the license-built "Bundy Fowlers" is preserved at the Australian Sugar Cane Railway in Bundaberg.
  • Homebush: (B/N 1067 of 1914) Although built by Hudswell Clarke, it represents the standard CSR design often associated with Fowler specifications; numerous actual Fowlers of this type survive in private collections.
