Victoria Sugar Mill is situated approximately 5 kilometres east of Ingham in the Herbert River district of North Queensland. It is one of the largest sugar mills in Australia, frequently vying with Invicta Mill for the highest crushing capacity. Established in 1883, the mill has a long history of industrial innovation and is currently owned and operated by Wilmar Sugar Australia. It is notable for its extensive 610 mm gauge cane railway network which connects with the nearby Macknade Mill and the Lucinda Bulk Sugar Terminal.

Origins and Establishment (1880 to 1899)

The history of Victoria Mill begins with the expansion of the Colonial Sugar Refining Company (CSR) into North Queensland. In 1880, CSR General Manager Edward William Knox visited the Herbert River district to survey land for potential sugar production. Following the passage of the Sugar Refinery Act of 1881, which allowed the company to acquire large tracts of land, CSR purchased 12,000 acres in the Herbert Valley.

Construction of the mill commenced in 1882. It was a massive capital undertaking for the time, with CSR investing over £200,000 in the estate, mill machinery, and transport infrastructure between 1883 and 1885. The mill officially began crushing in 1883. It was named after the Victoria Sugar Company, a Melbourne-based associate of CSR.

During this early period, Victoria operated as a "plantation mill". Unlike the central mill system that would later dominate the industry, the mill was supported by a single massive estate owned and managed by the company. The workforce relied heavily on indentured South Sea Islander labour (Kanakas).

By 1892, CSR shifted its strategy away from the plantation model. The company began subdividing the Victoria Estate into smaller farms, which were leased or sold to independent growers. This transition encouraged the settlement of the district, particularly by Italian immigrants who became a dominant force in the local industry.

Twentieth Century Expansion (1900 to 2009)

The mill underwent continuous modernisation throughout the twentieth century. As the town of Victoria Plantation grew around the mill, it gained a state school in 1894 and a post office by 1925.

By the 1950s, the mill was the centre of a thriving community, with the population of the mill town peaking at over 600 residents. This decade marked a significant period of expansion for the Australian sugar industry. Victoria Mill increased its milling capacity to handle the booming cane supply from the Ingham district, which was approaching 1 million tonnes annually.

In 1976, Victoria Mill retired its last steam locomotives, becoming one of the last mills in Australia to transition fully to diesel traction for its cane railway operations.

Throughout the 1980s and 1990s, Victoria Mill maintained its status as the largest sugar mill in Australia, a title it held until the expansion of the Invicta Mill at Giru in 1999. The mill underwent significant technological upgrades during this time to automate processes and improve sugar recovery.

The Wilmar Era (2010 to Present)

In 2010, the landscape of the Australian sugar industry changed when CSR sold its sugar division, known as Sucrogen, to the Singapore-based agribusiness Wilmar International for $1.75 billion. Consequently, ownership of Victoria Mill transferred to Wilmar Sugar Australia.

Under Wilmar, Victoria Mill remains a powerhouse of the industry. It is one of only three dual-milling-train factories in the Wilmar group, giving it a massive throughput capability. On average, the mill processes approximately 3 million tonnes of sugarcane per season and produces around 400,000 tonnes of raw sugar.

Cane Railway Network

The cane railway system servicing Victoria Mill is one of the most complex and extensive in Queensland. It is integrated with the network of the nearby Macknade Mill (also owned by Wilmar), creating a combined Herbert River district network.

  • Network Size: The combined Victoria and Macknade network comprises over 560 kilometres of permanent track.
  • Operations: The network is unique in that it handles both the transport of harvested cane from the field to the mill and the transport of raw sugar from the mill to the export terminal.
  • Sugar Haulage: Unlike most other mills that use Queensland Rail to transport product to port, Victoria and Macknade utilise their own tramway system to haul raw sugar to the Lucinda Bulk Sugar Terminal. This task is performed by locomotives hauling rakes of specialised 11-tonne bulk sugar boxes.
  • Fleet: The locomotive fleet consists primarily of 24 to 40 tonne diesel-hydraulic units. The majority are rebuilt ex-Queensland Railways DH class or similar standard gauge units converted to 610 mm gauge.

One of the mill's most famous steam locomotives, the "Homebush" (a Hudswell Clarke 0-6-0), was preserved after its retirement in 1976 and is displayed at the mill.
