The transition to a bulk loading facility at Lucinda was necessitated by the limitations of the previous system. Before 1958, raw sugar from the Herbert River mills was transported in sacks via tramway to Lucinda Point, where it was loaded onto lighters. These small vessels then carried the cargo to larger ships anchored in the deeper waters of the Hinchinbrook Channel. While a bulk terminal was established in 1958 to replace the lightering system, the increasing size of international cargo vessels by the mid 1970s meant the existing berth could no longer accommodate modern shipping requirements.

The Colonial Sugar Refining Company, now known as CSR, undertook the massive engineering project between 1976 and 1979. The objective was to reach the deep water of the Coral Sea, bypassing the shallow coastal flats. This resulted in the construction of the 5.76 km jetty, which was officially opened by Prime Minister Malcolm Fraser in 1979. The project consolidated Lucinda as the primary gateway for the Herbert River sugar district.

Engineering and technical specifications

The Lucinda jetty is a feat of precision engineering. Due to its extreme length, the design had to account for the curvature of the Earth. If a straight line were drawn from the base of the jetty at the shore, the end of the structure would be approximately 2 metres below that line due to the dip of the horizon.

Key technical features include:

  • Structure: The jetty consists of 108 spans supported by steel piles driven deep into the seabed.
  • Conveyor system: A single, continuous conveyor belt runs the entire length of the jetty. It travels at a speed of approximately 4.5 metres per second, meaning it takes about 22 minutes for raw sugar to travel from the storage sheds to the ship loader at the end of the pier.
  • Loading capacity: The facility is capable of loading raw sugar at a rate of approximately 1,400 tonnes per hour.
  • Storage: Onshore, the terminal features three massive storage sheds. Shed 1 has a capacity of 76,000 tonnes, Shed 2 holds 160,000 tonnes, and Shed 3, the largest, holds 231,000 tonnes. This provides a total storage capacity of roughly 467,000 tonnes.

Operational role and capacity

The terminal is the exclusive export point for raw sugar produced by the Victoria and Macknade mills, both located near Ingham. These mills are among the largest in Australia. Once the sugar is processed, it is transported to Lucinda via an extensive network of cane railways.

The facility is now managed by Queensland Sugar Limited (QSL). The raw sugar exported from Lucinda is highly regarded for its quality and is primarily shipped to refineries in South East Asia, South Korea, and North America. The ability to load large bulk carriers directly at the 5.76 km mark significantly reduces transport costs and increases the competitiveness of the Herbert River sugar industry.


Impact of Cyclone Yasi and subsequent recovery

In February 2011, Category 5 Cyclone Yasi made landfall near Mission Beach, placing Lucinda directly in the path of the storm's most destructive southern eye wall. A massive storm surge and waves estimated at over 7 metres caused catastrophic damage to the offshore sections of the jetty. While the main pylons remained largely intact due to their robust design, the conveyor galleries, walkways, and the ship loader were either destroyed or severely compromised.

The reconstruction project was a significant undertaking managed by Aurecon. Engineers had to work in a challenging marine environment to replace damaged spans and modernise the conveyor system. The repairs were completed in time for the 2012 crushing season, ensuring that the local industry suffered only one season of major logistical disruption. The rebuilt sections were engineered with improved materials to better withstand future cyclonic events.

Contemporary significance

Today, the Lucinda Bulk Sugar Terminal remains a critical link in the global food supply chain. Beyond its industrial utility, it is a major landmark in the Hinchinbrook region. The waters around the jetty pylons have created an artificial reef system that supports a diverse range of marine life, making it a premier destination for recreational fishing.

The structure is a testament to the mid 20th century vision of the Queensland sugar industry. It continues to operate as one of the most efficient bulk handling facilities in the world, maintaining the economic viability of the Ingham region and the broader North Queensland economy.
