Situated on the banks of the Proserpine River, the mill serves as the economic anchor for the town and processes sugar cane from a catchment area extending from the coastal plains of [[Airlie Beach]] to the inland valleys near the [[Peter Faust Dam]].

The establishment of a successful sugar industry in Proserpine was preceded by failure. The first attempt at commercial sugar production began in 1882 with the formation of the Crystal Brook Sugar Company at Glen Isla. Despite initial optimism, the venture collapsed due to financial instability and difficulties in securing reliable transport and labour.

Following the ''Sugar Works Guarantee Act 1893'', which allowed the Queensland Government to advance loans for mill construction, local growers formed the Proserpine Central Mill Company in 1894. Construction proceeded rapidly, and the mill crushed its first cane in 1897. The mill encountered significant debt early in its life, leading the Queensland Government to foreclose in 1904. For the next two decades, the Treasury controlled operations. Under cooperative ownership, the mill underwent extensive modernisation during the 1950s and 1970s to cope with the rapid expansion of cane land in the Kelsey Creek and Up River districts.
